生态文明建设中的政府责任机制

摘   要
政府是生态环境的主要责任人,明确的政府责任机制是促进政府有效建设生态文明的重要动力。本文主要对生态文明的内涵进行了诠释，对生态文明建设中的政府责任机制施行的紧迫性和必要性进行讨论。以“太湖”事件为基础，分析政府职能缺失的原因和表现，提供适合我国国情、有较强针对性和操作性的政府责任机制构建设想,以缓解资源、环境的瓶颈制约，减缓生态环境的破坏速度，使我们摆脱生态危机和生存危机，实现可持续发展。

Abstract
The government is a main person liable of the ecological environment, the clear government responsibility mechanism is to promote the government to build important motive force of ecological civilization effectively.This article mainly has carried on the annotation to the ecology civilization connotation, carries on the discussion to in the ecology civilization construction government responsibility mechanism execution pressing and the necessity.Based on " Tai Hu " incident, analyze reason and behavior why government's function lacks, offer suitable of our country national conditions, have strong pertinence and operational government responsibility mechanism construct construction think, in order to relieve the bottleneck restrictions of resources, the environment, slow down the destruction pace of the ecological environment, make us get rid of the ecocrisis and crisis of surviving, realize sustainable development.
