论我国人口流动管理制度的发展及完善摘 要
随着当代中国经济的繁荣发展，社会的不断改革，中国行政管理体制的各层次中折射出诸多问题，尤其是在处理人口流动的问题上更为突出。因此，解决我国人口流动的管理体制，逐步完善公共事业管理体系，有着充分的重要性和迫切的必要性。充分认识人口流动对促进城市化发展的意义，消除不必要的顾虑；调整户籍管理及相关政策，逐步实现人口的自由流动；提高人口素质，为建设特大城市创造良好的人文环境；合理调整人口布局，形成特大城市人口规模。与此同时，流动人口的增加也给社会治安、城市建设、文化教育 、社会管理等方面带来了许多新的问题。
本文简要地从四大章节里叙述了我国人口流动管理制度的发展及完善的相关知识。针对中国近年来的快速城市化以及农村人口大规模地向城市迁移和流动，对经济发展、社会整合和管理制度等方面正在并将继续产生深远的影响，由此也决定了当代我国人口迁移和城市化问题是未来很长一段时间内人口和发展研究方面最具活力的领域之一。本文以这样一个背景为起点，以二、三、四章节为核心，主要描述了我国人口流动的进程和存在的问题，针对这些问题制定了一些相应的措施和建议，与大家进行探讨和分析。从而为今后此类情形的出现提供更多的参考依据。

Abstract
With prosperous the present age Chinese economy development , society's ceaseless reformation，in every Chinese administrative system arrangement of ideas, refraction puts up a lot of problems, especially being more outstanding on the problem handling movement of population's. The management system therefore, resolving our country movement of population's, perfects public utilities administrative system step by step, has sufficient significance and urgent necessity. Know movement of population sufficiently to the significance boosting urbanization developing , remove unnecessary misgiving; Adjust census register administration and relevance policy, the liberty realizing population step by step flows; Improve the health of the people , be that building a metropolis creates the fine humanity environment; Adjust population layout rationally , form metropolis population scale. Meanwhile, increasing by of the transient population also gives public security, city construction, culture aspect such as education, social management to have brought about a lot of new problem.
This article narrated our country movement of population control system's development and the consummation related knowledge briefly from four big chapters. In view of the Chinese recent year's fast urbanization as well as rural population massively to the urban migration and the flowing, to aspects and so on economic development, social integration and control system and will continue to have the profound influence, from this had also decided the contemporary our country population migration and the urbanized question will be the future are very long in period of time the population and development research aspect most active domains one. This article take this kind of background as a beginning, take two, three, four chapters as the core, mainly described our country movement of population advancement and the existence question, has drawn up some corresponding measures and the suggestion in view of these questions, carries on the discussion and the analysis with everybody .Will thus provide the more references for the next this kind of situation's appearance.
