包头市社区管理存在的问题与对策研究
摘 要
城市的改革与发展,社会格局的变化,对传统的城市社区管理体制改革提出了严峻挑战。研究和推进城市社区建设和管理,是城市居民的迫切要求,有利于推动城市社区经济发展,有利于推动政治的民主化进程和政治体制的改革,有利于繁荣基层文化生活,加强社会主义精神文明建设,有利于提高经济国际竟争力。
通过对包头市社区的调查和研究，社区管理体制行政色彩浓、组织力量薄弱等问题束缚着社区的良好发展。要有效的解决这些问题，政府必须转变职能，下移工作重心，明确各政府的工作责任，社区工作人员要年轻化、专业化等。本文旨在对当前社区存在问题进行分析，提出完善社区管理的对策和建议，以保证社区健康的发展。

Through to the Baotou community's investigation and the research, the community management system administration color thick, the organization strength weak and so on the questions is fettering community's good development.Wants effective solution these questions, the government to have to transform the function, gets down moves the work center of gravity, is clear about various governments the work responsibility, the community staff must be youth oriented, the specialization and so on.This article is for the purpose of to the current community having the problem to carry on the analysis, proposed the consummation community manages the countermeasure and the suggestion, guarantees the community health the development.
