关于新的社会阶层人士有序政治参与的思考

摘    要
新的社会阶层作为在改革开放和社会主义市场经济建设浪潮中形成和发展壮大的社会阶层,已经成为建设社会主义和谐社会的重要力量。保障新的社会阶层经济参与的同时,如何通过各种途径,保障和推进新的社会阶层的政治参与,实现他们的政治利益,满足他们的政治诉求既是和谐社会理念的要求也是一个不可回避的现实问题。我国现阶段的新的社会阶层的政治参与具有自身的一些特点,也存在着一些问题。实现新的社会阶层有序参与民主政治建设的核心是如何实现这种政治参与的“有序化”, 引导新的社会阶层树立正确的政治参与意识，完善新的社会阶层政治参与的方式，在组织上进行管理，完善对新的社会阶层的组织依靠，强化通过政治协商制度参政的有效性,实现新阶层的政治参与。

 Abstract
The new social class took forms the social class in the reform and open policy and in the socialist market economy construction tide which and grows strong, already became the construction socialism harmonious society the important strength。Safeguards the new social class economy participation at the same time, how through each way, safeguards and advances the new social class the political participation，Realizes their political benefit, satisfies their political demand not only is the harmonious social idea request also is the realistic question which cannot be avoided。Our country present stage new social class political participation has own some characteristics, also has some problems。How realizes the new social class order participation democratic politics construction core is realizes this political participation “the ordering”, guides the new social class to set up the correct politics the sense of participation, consummates the new social class politics participation the way, carries on the management in the organization, consummates to the new social class organization dependence, strengthens validity which participates in government through the political consultation system, realizes the new social stratum political participation
