阜新市退耕还林状况研究

摘要
辽宁省阜新市开展退耕还林工程六年来，取得了丰硕的成果，生态环境明显改善，强力的促进了农村经济发展。本文通过对阜新地区基本情况和退耕还林的现状分析，研究其退耕还林期间出现的体制不健全、资金来源渠道单一、技术力量薄弱、思想认识不到位和配制模式单一等主要问题，并提出相应的建议（引入社区农业机制、扩展资金来源渠道、增加科技投入、加大宣传力度、丰富配置模式）。用外部性理论分析政府对退耕还林农户进行补偿的经济学依据。探索研究将特色农业与退耕还林工程相结合，把生态建设与经济发展统一起来，使阜新市加快走出以煤为主的采掘经济，建设充满生机和活力的绿色阜新。

Analysis of the Fuxin region of returning farmland to forest

Abstract

The study will explore the characteristics of agricultural projects with a combination of returning farmland to forests, the ecological construction and economic development unify. So that to speed up out of Fuxin coal mining-based economy, full of vigor and vitality of the construction of green Fuxin.
