行政领导者的角色研究

摘　要

行政领导者是在国家行政机关中担任行政领导职务，拥有一定的决策权并负有相应的行政责任与法律责任的行政工作人员。事关国家机器正常运行乃至国家前途命运的行政管理活动，尤其少不了素质优良的领导者、指挥者。公共行政领域运作和发展的活力，归根结底取决于其工作人员，特别是公共行政部门管理者的素质。要建立办事高效、运转协调、行为规范的公共行政管理体系，就必须完善国家公务员制度，建设高素质的专业化国家行政管理干部队。
新形势下，中国各级政府都在极力构建服务型政府。未来中国政府的活动将会越来越突出这一性质，使政府从“管”老百姓转变为通过“管”好社会事务来为老百姓服好务，这就需要作为行政领导者的行政人员，认清自已所担任的领导角色，合理安排工作内容，进而卓有成效地完成行政领导活动。
本文从一个行政领导者所担任的角色出发，探讨行政领导者这些角色在国家行政管理活动中的地位，再结合当前行政领导者普遍的现状分析这些角色存在的问题，以及解决问题的对策和建议。由于行政领导者特殊身份，其一言一行都代表着国家而非个人，是国家服务人民群众的桥梁，因此，行政领导者自身的素质以及其服务意识直接决定了广大人民群众对国家政府的满意度。故解决好上述认识问题是行政领导者充分发挥领导职能作用的前提和基础。这就需要行政领导者在新的国内国际形势下进一步认清形势，正确定位行政领导者的角色，提升专业素质与加强服务意识，认真研究领导科学与领导艺术，与时俱进！

Abstract

The administrative leaders are the staff who take charge of the administrative leadership positions in the state administrative organs, have certain decision-making rights and assume corresponding administrative and legal responsibilities. Good qualities of leaders and commanders are indispensable in terms of the state administrative activities which are involved in the normal operation of the state machine and the destiny of the state. The public administration field operation and vigor of development ultimately depend on its staff, especially the qualities of the public administration department managers. To establish high-efficiency, coordinated operation and normal behavior of the public administration system, we must improve the country's civil service system and construct a high-quality professional state administrative cadre team.
Under the new situation, the Chinese government entities at all levels are trying to build a service-oriented government. The Chinese government will pay more and more attention to it , that is, changing from government of controlling the commons to that of better serving the people through managing social affairs well. This requires the administrative leaders to recognize themselves in leadership roles and arrange their work reasonably so that they can complete the administrative activities effectively.
From the role of an administrative leader, this paper will discuss the role of the state in the administrative activities, as well as his own position, authority and responsibility, and then analyze the functions and features of the role .Due to the special administrative leader's identity, who represent a country rather than an individual, he is the bridge of servicing its people.  Therefore, the administrative leader quality and its service consciousness directly determine whether the broad masses of the people are satisfied with their government. So solving the problem well is the basis and premise for the administrative leaders to fully play a leading role. This requires administrative leader in new domestic and international situation to further understand correctly positioning administrative leader situation, enhance the professional quality of character, strengthen the service consciousness, and carefully study the science and art of leadership in order to keep pace with the times .
