企业劳动安全保护存在的问题与对策研究

摘 要

胡锦涛同志指出：“构建社会主义和谐社会，是我们党从全面建设小康社会、开创中国各色社会主义社会事业新局面的全局出发提出的一项重大任务，适应了我国改革发展进入关键时期的客观要求，体现了广大人民群众的根本利益和共同愿望。”构建和谐社会思想的提出，对劳动安全保护工作的质量提出了日趋迫切的要求。
从目前看，社会不和谐、不稳定的因素中，大量的表现在劳动安全保护存在的问题上。大部分企业尤其是中、小型企业，管理方式落后，经营管理者素质不高，职工安全意识较差，伤亡事故频发、职业危害问题严重，劳动者合法权益得不到有效保障。特别是近年来，职工伤亡事故总量仍然很大，重特大事故没有得到有效遏制，职业病患者逐年增加，给人民生命财产造成了巨大损失，给社会带来了恶劣的影响，同时也阻碍着社会经济的健康发展。因此，认真研究劳动安全保护的现状和主要问题，探索具有中国特色内涵的新型劳资关系，为构建和谐社会提供有力保障，是目前要解决的一个重大问题。
本文主要研究关于我国企业劳动安全保护存在的问题，并对其进行分析，从中找出突破点，然后分别从政府、企业和工会等三方面进行思考研究并最终找到解决问题的对策。

Abstract

Comrade hu jintao said: "to construct a socialist harmonious society, is our partyfrom the comprehensive construction well-off society of China, and create a new situation in thecause of socialist society proposed the overall view is a major task of China's reform and development, to enter the objective requirement of the key period, the broad masses of the fundamental interests and common wishes." Constructing harmonious society put forward the work of labor security of the proposed increasingly urgent quality requirements.
Look from current, harmonious society, factors of instability, a large amount of labor security protection in the existing problems. Most enterprises, especially the medium and small enterprises management, management, quality is not high, the worker safety consciousness, casualty incidents, the serious problem of occupational hazards can effectively guarantee the legitimate rights and interests of labourers. Especially in recent years, the worker casualty accidents, still have got great effectively, occupational disease patients increased year by year, to people's life and property caused great damage to the society, and brings bad influence, but also hindering the healthy development of the social economy. Therefore, the study of labor security situation and the main problems, and explores the connotation with Chinese characteristics, new labor-capital relations for the construction of a harmonious society, is currently provides forceful guarantee to solve a major problem.
This paper is to research on Chinese enterprise labor safety protection problems, and carries on the analysis, the breakthrough point, then find out from the government, the enterprises and the union from three aspects, and finally found the research on thinking problem solving countermeasures.
