论国有企业人才流失的原因与对策


摘 要

在新经济时代,人才的作用日益突出,人力资源已经成为企业竞争的核心和关键,企业的生存和发展依赖于人力资源。目前市场的繁荣发展打破了我国长久以来的市场体系,呈现出企业多元化、生产要素多形式化的局面。国有企业面临着巨大的危机和挑战,固有传统留下的弊端如机制僵化落后、待遇低下等等多种原因造成了我国国有企业的人才流失现状日益严重,许多国企现今都面临着离职率高的危机,并且这种人力资源危机所带来的严重影响并不是只在某一企业或某一行业内,国企人才流失已经成为全盘性的流失。因此,在逐步加深对国有企业改革的过程中,人力资源方面是不容忽视的,对国企人才流失原因的探寻以及对策的思考已成为亟待解决的问题。本文简述了我国当前国企所面临的人才流失的现状,从中分析出人才流失带给国有企业的危害和损失,试图从不同方面分析国企人才流失的原因,进一步提出了治理人才流失的措施。在对国有企业提出解决方案的同时对国有企业的改革成果和未来发展前景提出展望。

Abstract

In the new economy era, since the role of talents is becoming more and more important, human resources has become the essential factor in the competition of enterprises. The survival and development of enterprises depends on human resources. The marketing system which had existed for a long time in our country has been broken because of the prosperity of the market. Now the diversity of business and production elements is presented in the market system. State-owned enterprises are facing a huge crisis and the challenges and the inherent drawbacks of the traditional marketing system, such as rigid mechanism and low treatment, lead to the draining of talents in state-owned enterprises becomes increasingly severe, and thus many state-owned enterprises are faced with today's high turnover rate crisis. And now the crisis of human resource affects not merely one particular enterprise or one industry, but the whole state-owned enterprise is facing loss of talernts.Therefore, in the process of deepening the state-owned enterprise reformation, the role of human resource can’t be neglected. Furthermore, the exploring of reasons of talent draining in state-owned enterprise as well as the considering of the countermeasure is urgently problems to be solved. This article summarized the present situation of talents draining which state-owned enterprise in our country faces, analyzed the harm and loss which the talents draining in state-owned enterprise had brought about. This paper also attempted to analyze the reason of talents draining in state-owned enterprise from different aspects, and then proposed the measures that can improve the situation of talents draining. In the end, this paper proposed the forecast to achievement of state-owned enterprise's reformation and to the future prospects of the development.
