从公共品角度探讨广州公共厕所的有效供给方式

中国城市化进程中，城市公共品供给存在多方面问题，随着市场经济的深入各界对公共品的供给主体和供给方式有了更多的探索。本文选取广州公共厕所为对象，首先文献理论研究城市公共品一般供给方式，对广州公厕问题进行现象和经济模型分析，结合公厕特殊性探讨供给过程中的市场失灵和政府失灵问题，从经济学视角解读公共厕所作为典型城市公共品由单一政府和单一市场供给是否有效，从而探索一般供给方式是否适用于广州公厕供给，由此研究政府和市场私人联合供给的效率性，最后对比国外公厕供给管理经验提出符合广州实际情况的建议，最终目的是寻求广州公厕的有效供给方式。

ABSTRACT
China's urbanization process, there are many problems on the supply of urban public goods . With the deepening of the market economy, all sectors of the supply of public goods have more exploration. This paper selects the Guangzhou public toilets for the object, first of all, study the  general supply of urban public goods, combined with the practical problems of Guangzhou and public toilets in the particularity of the typical,discuss urban public goods market failure and government failure problems in the supply process. From an economic perspective to interpret the public toilets as a typical urban public goods by a single government and a single market supply, which is efficient or not .Study the efficiency of the government and market supply of public toilets.  Finally compare of foreign public toilets supply management experience to meet the recommendations of the actual situation in Guangzhou, the ultimate goal is to seek the way of the effective supply of public toilets in Guangzhou.
