保障性住房建设的国际经验对我国的启示

摘  要

保障性住房建设密切关系到民生问题，因此在当代社会普遍受到各国的高度重视。在我国，党和政府更加重视民生问题，特别是人民的住房问题，把解决好人民的住房问题作为党和政府工作的重中之重，并且在保障性住房建设上取得了长足的进步和发展。但是从总体上看，我国住房保障工作还处于探索阶段，存在不少矛盾和问题，既有住房保障制度不够健全、政策不够完善的问题，也有管理不到位和实施过程中操作不规范的问题。为了更好地解决这些问题，我们一方面应当尊重我国国情，实事求是的去分析解决问题；另一方面我们应当学习和借鉴西方国家的有益的经验教训，来促进我国的保障性住房建设事业更好更快的发展。本文在分析国外保障性住房建设的特点和国外保障性住房建设取得的成功经验基础上，结合我国国情及我国保障性住房建设的特殊性，阐述了国外保障性住房建设对我国的借鉴意义。

Affordable housing construction International Experience And Its Enlightenment to China
Abstract

  Affordable housing construction is closely related to people's livelihood, so in contemporary society generally receives various countries to take seriously. In our country, the party and the government pay more attention to people's livelihood, especially the people's housing problems,to solve the housing problem of the people as the party and government to work is heavy, and affordable housing construction has made great progress and development. But from look on the whole, China's housing security work is still in the exploration phase , but in many contradiction and problem, existing housing security system is not perfect,policy is not perfect problem, also have insufficient management and implementation process of operation problems. In order to save these problems, on one hand we should respect the national condition of our country, seek truth from facts to analyse and solve problems; on the other hand, we should study and draw lessons from the western countries the beneficial experiences an lessons, to promote our country's affordable housing construction business better and faster development. Successful experience on the basis of the analysis of foreign construction of affordable housing characteristics and foreign construction of affordable housing, combined with the special condition of our country and our affordable housing construction on the foreign construction of affordable housing on the significance in China.
