退役运动员就业安置的研究

摘   要

在社会市场经济体制的大环境下，随着全民社会保障改革的推进与发展，对运动员的社会保障也提出了新的要求。随着国际竞技体育的发展，我国的竞技体育也同步迈入职业化的进程。竞技体育日益激烈，其高投入、高风险、长周期和不确定性日益凸显，对竞技体育的社会保障也赋予了新的概念与内涵。运动员的就业安置越来越显得滞后，那些为国家做出重大贡献的退役运动员的安置问题，就引起了广大体育工作者和社会各界的极大关注。它己经成为阻碍我国体育事业健康、快速、可持续发展的主要不利因素。付出与所得不成正比，有失社会公平与公正，也与当前提出的以人为本、构建和谐社会目标不相符合。
本文主要采用文献资料法，通过退役运动员就业安置的现状进行分析，找出退役运动员就业安置存在的原因：1.政府权力弱化；2.举国体制弊端显现；3.竞训体制不合理；4.运动员伤残保障不到位。然后结合文献资料，提出了一些自己的观点。虽然都很浅显，但希望对我国退役体育运动员的就业安置的尽早完善贡献自己的一点绵薄之力吧。

Abstract
In the social market economy environment, along with the promotion of universal social security reform and development of social security for athletes also put forward new demands. With the development of international sports, our sports are synchronized into the process of professionalization. Increasingly intense competitive sports, the high input, high-risk, long period and uncertainty has become increasingly prominent in competitive sports has given a new social security concept and content. Athletes of the job placement becomes less lag, those who make a significant contribution to the country of resettlement of retired athletes to rise to the majority of sports workers and the community great concern. It has become an obstacle to China's sports health, rapid and sustainable development of the main disadvantages. Paid and income is not directly proportional, fails to social equity and justice, but also with the current proposed people-oriented, harmonious social goals do not match.
In this paper, using literature data, through the placement of retired athletes to analyze the situation of employment, job placement retired athletes to find out the reasons for existence: 1. Weakening the authority of government; 2. Nationwide system defects appear; 3. Competition and Training System unreasonable; 4. Just departments not in place. Then combine documents, made a number of their point of view. Although very simple and obvious, but hope for the employment of retired athletes as soon as possible rehousing improve it and contribute their bit humble.
