廉租房融资模式研究——以金昌市为例

摘要：金昌市自廉租房制度起步以来，取得了一定的成效，但面对庞大的低收入住房困难群体，当前狭窄的融资渠道已满足不了廉租房建设的发展需求，需要根据廉租房的运行特征，采取多元化的融资创新渠道来满足其资金需求。本文针对金昌市廉租房融资过程中存在的问题，深入分析了当前融资瓶颈产生的原因，并结合金昌市的实际发展情况，提出了解决融资问题的改进和创新措施。本文重点研究了以PPP模式进行廉租房融资的设计方案，并通过博弈理论模型和财务数据分析，得出了将扩展型PPP模式用于金昌市廉租房融资的可行性方案。

Studies on Financing Models of Low-rent Housing in Jinchang
Abstract： Jinchang has achieved some success in the development of low-rent housing since it has been stated. However, confronted with the huge amount of low-income groups, the current financing channels are too narrow to meet the rapid demand of low-rent housing construction. Therefore, it’s urge to take a wide of innovative measures , based on the operational features of low-rent housings, to broaden the financing channels and meet its funding requirements. According to the problems occurred in the financing process, the paper analyses the causes for the current financing bottleneck in depth, and proposes improved and innovative solutions to solve financing problems. The paper focuses on the design of low-rent housing financing with PPP project. The game theory and financial data analyses are made to discuss whether the extended PPP model will be a feasible method for low-rent housing financing in Jinchang.
