我国大学生医疗保险基本问题的研究

摘 要：大学生医疗保险是社会医疗保险制度的重要组成部分。我国大学生保险法律体系尚未建立，相关规定只是零星出现在有关法律文件中，这些规定对大学生保险的开展有着重要意义，但还不能从根本上解决问题，不能满足我国大学生保险事业的发展需要。本文对美、英、德、法等4国大学生医疗保险制度进行了比较研究，并在此基础上提出了对我国大学生医疗保险制度建立和完善有益的借鉴和启示，包括：完善多层次的大学生医疗保障体系，大学生社会医疗保险试行全国统筹，健全大学生医疗保险经办管理机制等。

On Research of Chinese College Students' Medical  Insurance

Abstract: Medical insurance system for college students is an important part of social medical insurance system .In our country,insurance law system has not been established.Its statutes, which are very important to carry out college students’  insurance, are presented in the related legaldocuments, but they can notbe used to solve the problems fundamentally, and cannot meet the needs of the development
of college students' insurance.The medical insurance system for college students in the United States,Brtain,Germany and France was comparatively studied,based on
which,enlightenment was obtained for Chinese medical insurance system.The measures included developing multi-level medical security,implementing national coordination,and perfecting management mechanisms,and so on.
