新医改背景下我国商业健康险的现存问题及发展对策

在国家医疗保障体系中，商业健康保险是一个不可或缺的组成部分，在健全我国多层次医疗保障体系，满足人民群众日益增长的健康保障需求，促进国民经济发展和社会稳定等方面都发挥出越来越重要的作用。本文以商业健康险为研究对象，循着我国商业健康险的发展脉络，依据供需均衡理论、市场有效性中的信息对称理论、公共物品理论，从我国商业健康保险的发展现状出发，对我国商业健康险存在的问题进行分析。研究结果发现我国的商业健康险主要存在供给与需求不相匹配，经营专业化程度低，未能与相关机构建立有效的合作等问题，并结合新医改这一历史契机，为我国商业健康险如何在新医改下发展提出几点对策和建议：保险公司应扩大有效供给，加强专业化经营，寻求与相关机构合作的新途径；同时政府应给予税收优惠政策、完善健康保险市场监管。

Existing problems and development of countermeasures for commercial health insurance in the context of the new medical reform
Abstract：Commercial health insurance is an integral part of national health insurance system, have played out in the sound of a multi-level medical security system, to meet people's growing health protection needs, and promote economic development and social stabilityan increasingly important role. Commercial health insurance, follow the development of commercial health insurance context, based on supply and demand equilibrium theory, market efficiency in the symmetric theory, the theory of public goods, starting from the current development of the commercial health insurance, our commercialthe problems of health insurance.The study results showed that China's commercial health insurance there are supply and demand does not match the low degree of specialization of business, failed with the relevant agencies to establish effective cooperation and other issues, combined with the new health care reform this historic opportunity for China's commercial health insurance development put forward some countermeasures and suggestions under the new health care reform: the insurance companies should expand the effective supply and to strengthen professional management, and seek new ways of cooperation with relevant institutions; the same time, the Government should be given preferential tax policies to improve the supervision of the health insurance market.
