秭归农商行在服务农村金融发展中的问题和对策

农村金融是农村经济发展的助推器，对农村金融的支持直接影响到农村的总体发展水平。农村发展融资难是一个历史难题，农村经济要发展，必须得到金融业的大力支持，但由于银行业发展不完善、银行贷款门槛高，农村金融的发展迟缓，融资问题严重制约农村金融的发展。在我国大力推进社会主义新农村建设时，对秭归农商行服务农村金融发展研究具有重要的现实意义。
本文介绍了农村商业银行的经营模式、改制等问题，对其现状进行了SWOT分析，并概括全国农村商业银行在服务农村金融方面所取得的成就。其次对秭归县及秭归农商行简要介绍，通过数据对秭归农商行服务农村金融现状进行分析，从投放规模、涉农贷款以及小额农户贷款三方面来分析其特征，发掘发展中的问题并分析原因。最后，根据发达地区先进经验和秭归农商行自身发展问题提出相应的解决对策。
基于上述分析，要发展秭归的农村金融，秭归农商行要扩大信贷服务范围、完善信贷结构、创新信贷产品及担保方式、提高支付结算便利化程度、提高农民认知度、防范道德风险，协同政府和企业，共同推动秭归农村金融的发展。

Abstract

Rural finance is rural economic's development boosters, support for rural finance directly influcing the overall level of development in rural areas. Rural development financing is a historical problem. The financial sector's support is needed to develop the rural economy. Because of underdeveloped banking sector and high bank loan threshold, rural finance develops slowly, and financing problems have seriously restricted the development of rural finance. When China vigorously promote the building of a new socialist countryside, the research about Rural Commercial Bank of Zigui supporting rural financial development has important practical significance.
This article introduces the business model, restructuring and a SWOT analysis of its current situation of rural commercial banks, and outlines the achievement on national rural commercial banks supporting rural finance. Secondly there are some presentations about Zigui and Rural Commercial Bank of Zigui, analyzing the situation of Rural Commercial Bank of Zigui supporting rural financial development through data, from the launch of scale, agricultural loans and micro-loans to farmers to analyze their characteristics, identifying problems in the development and analyzing the reasons. Finally, based on the advanced experience of developed areas and the own development of Rural Commercial Bank of Zigui, I find out the corresponding solutions.
    Based on the above analysis, to develop rural finance of Zigui, Rural Commercial Bank of  Zigui need to expand the scope of credit services, improve the credit structure, innovative credit products and guarantees, improve the facilitation of payment and settlement, increase farmers' awareness and prevent moral hazard, and collaborative government and enterprises to jointly promote the development of rural finance in Zigui.
