食品安全与产品责任保险

近年来，我国食品安全事件不断发生，三鹿奶粉事件、大头娃娃事件、苏丹红工业添加剂事件、雀巢婴幼儿奶粉转基因事件等，这一系列事件折射出我国在食品安全管理领域中存在的一些问题和缺陷。食品安全风险不断增加，消费者的合法权益亟待得到及时有效的保障。为了保护消费者的合法权益，我国有必要加快并完善产品责任保险的立法，推动产品责任保险的发展。本文首先介绍了产品责任保险的现状、发展水平，并针对我国产品责任保险发展缓慢的原因进行了分析。其次，结合食品安全阐述了我国建立食品安全责任保险的迫切性。在相关理论研究的基础上，着眼于食品安全，对我国发展食品安全责任保险进行了可行性分析。最后，对如何发展我国食品安全责任保险提出了几点建议。

Food safety and product liability insurance
Abstract：In recent years, China’s food safety incidents continue to occur, San Lu milk powder incident, Big Head event, Sudan industrial additives event, Nestle infant milk of transgenic events and so on, this series of events reflects our country exist in the field of food, safety management some of the problems and shortcomings. Increase the risk of food safety, legal rights and interests of consumers’ needs to be timely and effective protection. In order to protect the legal rights and interests of consumers, it is necessary to accelerate and perfect the legislation of products liability insurance, and promote the development of product liability insurance. This article first introduced China’s food safety and product liability insurance of the current situation and the development level of China’s food safety and liability insurance development of slow analysis on the reason. Second, expounds the establishment of China’s food safety the urgency of liability insurance. In the related theory on the basis of study, focus on food safety, food safety responsibility for China’s development of insurance feasibility analysis. Finally, on development in food security liability insurance put forward several suggestions.
