关于芜湖市镜湖区拆迁困难户补助的调查

随着社会经济的发展，拆迁作为城市发展与城市更新的排头兵正在不断推进。芜湖市是国务院批准的沿江重点开放城市、皖江城市带承接产业转移示范区核心城市，近年来拆迁范围非常大。作为老城区的镜湖区便首当其冲。拆迁当中的一项惠民政策—拆迁困难户补助方案，为拆迁过程中的困难家庭提供一些现金补助。芜湖市镜湖区拆迁困难户补助工作作为芜湖市镜湖区政府日常公共行政活动之一，在执行过程中出现了补助金额（在相似家庭情况下）差异较大、困难补助申请材料虚假、政府工作人员利用职务之便违规操作等问题，反映了政府工作过程中的一些疏忽和违规。面对这些情况，本文认为政府应当坚持以人为本，秉持公平公正，认真审核相关申请材料，规范审核程序，制定合理的制度来贯彻这项政策。

A survey about compensation for demolition of hard families in Jinghu area, Wuhu
 
Abstract: with the development of economy, urban demolition has forged ahead in the city progress. Wuhu is the core open city along Yangtze River patented by state council, and it is also the city in Anhui to carry on Industrial Transfer. The Jinghu area, as the old urban area of Wuhu, will be the first to be influenced. In the process of demolition, there is a policy---compensation for families with material difficulties, which provides some cash subsidies for the poor families. However, as a daily activity in Jinghu government, some problems have emerged about this policy, for example, a relatively large difference in the amount of the subsidy, sham applying material of compensation and some government servants getting out of line by use their duty, etc. These reflect the negligence and foul play in the process of government operation. With the problem existing, some advice will be put forward in this study, this article considers the Government should adhere to the people-oriented, adhere to fair, carefully review application materials, standard audit procedures, reasonable system in place to implement this policy.
