我国现行农村社会保障状况研究

长期以来农民为中国的社会经济发展做出了巨大的牺牲和贡献，面对现代市场经济的发展，农民的收入水平相对较低而且面临的风险日益增加。在城市社会保障体系基本建立的同时，农村社会保障却存在着保障水平低、社会化程度低、政府扶持力度小、覆盖范围窄、法律制度缺失等诸多问题。因此，无论是基于权利与公平的观点，还是从发展市场经济和健全整个国家社会保障体系的需求角度出发，都没有理由将农民排斥在社会保障体系之外。所以为了进一步完善、健全我国的社会保障体系，解决农村社会保障所面临的问题，扩大覆盖面，拓宽资金来源渠道，完善和规范农村社会保障管理，同时提高农民社会保障意识和加强法制建设已成为当务之急。

Current situation of rural social security research
Abstract
Farmers have made great sacrifices and contributions for China's development of social economy for a long time. Facing the development of market economy, farmers’ income level is relatively low and the risk is increasing. The urban social security system has established, while some problems still remain in the rural social security, for example, low level of security, low level of socialization, weak support of the government, the small scale of the governmental support, lack of the legal system. Therefore, there is no reason to exclude farmers from the social security system no matter your starting point is the rights and fair or the development of market economy as well as the improvement of the social security system. Hence, to further improve and perfect the social security system in rural social security, to solve the social security problems we are facing, to expand coverage of the social security system, to broaden the sources of funding, the urgent task on hand is to raise farmers' social security consciousness and strengthen legal construction.
