社会保险基金管理与运营研究

优化基金管理、改进基金运营，保证基金安全、实现社会保险基金保值增值，对于保持社会稳定，解除居民的后顾之忧，促进社会消费和保持经济增长都有着重要意义。目前我国社会保险基金管理与运营中主要存在三大问题：社会保险基金管理体制存在弊病、社会保险基金投资运营缺乏健康的的制度环境、社会保险基金投资运营效果不佳。解决的主要对策是：完善和健全法律法规制度、提高统筹层次、完善管理机构的内控制度、引入专业投资机构、建立更完善的监管体制、加大社会保险基金进入资本市场和海外市场力度。

Abstract

Optimization of fund management，improvement fund operations，guarantee fund secure，by main- taining and implementing social insurance fund，for maintaining social stability and peace of residents，promoting social consumption and maintain economic growth have important significance．The current social insurance fund management and operations had some problem in three main issues：the social insu- rance fund management system deficiencies，lack of health system environment for investment and opera- tion of the social insurance fund，social security fund investment operations ineffective. Main measures：to improve and perfect the legal system，improving levels of centralization of control of fund management organization，improving management of the internal control system，the introduction of professional invest- ment institutions，improving supervision system, strengthening the social insurance fund into the capital market and overseas markets．
