社会转型期我国地方政府治理模式的转变——以xx市为个案

我国社会当前正处于转型期，利益格局深刻调整，地方发展的长远、全局利益可能跟部分群众的当前、局部利益有冲突，这种冲突的加剧正在不断挑战地方政府的治理模式。我国地方政府治理模式在社会转型时期面临着越来越大的挑战，可以说，社会转型倒逼地方政府治理模式的转变。本文在社会转型这一大背景下分析地方政府治理模式，总结过去地方政府治理模式不适应社会发展的种种问题，试图寻找更加理想的治理模式，从而进一步推动社会的良性发展。文中以国外地方政府治理模式革新经验指出政府改革的必要性，突出政府推动社会发展中的社会管理职能，探讨我国地方政府治理模式的现状和问题。最后，结合国内外的实践经验和做法，联系xx市在地方发展过程中的不足之处，加以剖析和深入研究，提出建议和对策，从而不断提升xx市的城市发展水平。

Abstract
Experiencing the transitional period with a profound adjustment of interest, the conflicts of interest in our society between the long-term development of local place and some related people are unavoidable, which will constantly challenge the local government’s governance model. The local government’s governance model is facing with a growing challenge in social transitional period. In other words, it is the transformation of the society that makes the local government’s governance model change. Under the background of the social transformation of local government’s governance model, this paper summarizes the developing problems of the local government’s governance model and tries to find out an ideal governance model to push our society to develop in a good way. This paper takes the local government’s innovation experience in foreign countries as an example to illustrate the necessity of government reform, highlighting the management role of the government to promote the development of the society and discussing the current situation and problems of governance model in out local government. Finally, this paper combines the practical experience and methods home and abroad with Jiangmen city’s reality and takes the developing shortcomings of Jiangmen local city into consideration. Based on this idea, this paper analyzes the real situation and then puts forward some suggestions and countermeasures, so as to continuously promote the development level of Jiangmen city.
