国内城管与小商贩矛盾与经验借鉴

 近年来，城管与小商贩的矛盾冲突越来越激烈。本文通过探讨城管与小商贩的现状以及存在的问题，分析城管与小商贩之间的矛盾。本文根据一些案例的梳理，并且基于社会冲突的理论上，指出城管与小商贩思想意识上的偏见，基本生存需要与城市市容市貌管理的矛盾，法律政策的失当，是乱像产生的根本原因，从思想层面，制度层面，技术层面的机制上解决问题，并且通过借鉴欧美等国外城市的城市管理与行政执法状况，来推进和谐城管的构建。

To solve urban and small traders contradiction, must first to analyze urban and small traders of conflict, according to some cases comb, pointed out that urban and small traders ideological prejudices, legal policy is improper, as the fundamental causes of the disorder, from the ideological level, system level, the technical level of mechanism to solve the problem, and through from Europe and the United States and other foreign city city administration and administrative law enforcement status, to promote construction of harmonious city.
