深圳市保障性住房政策存在的问题及改善对策

公共住房问题是每个国家在城市化进程中都需要面临的一个共性问题。在过去的三十年里，伴随着改革开放，我国经济高速发展，带来的除了国民收入的增加，还有房价的不断攀升。近些年，中低收入居民的住房问题越来越突出，甚至成为了影响社会稳定和谐的导火索。为了解决住房难问题，政府有针对性地建设保障性住房以满足中低收入居民的住房需求。深圳作为全国经济改革以及政策试验的先锋城市，合理全面的保障性住房制度毫无疑问由深圳进行探索。本文通过研究现已出台的关于保障性住房政策以及其实际成效，讨论现有政策是否符合中低收入居民对住房的实际需求。探索现有制度是否具有改革的必要与空间。

[Abstract] Public housing is a common problem that each nation will encounter in the process of urbanization.  In the past three decades, against the backdrop of the reform and opening-up, China’s economy achieved rapid development, which brought not only increase of household income, but also continuously rising property price. In recent years, the housing problem of medium to low income households has been more and more prominent, and even becomes a fuse which affects social stability and harmony. In order to solve the housing problem, the government deliberately develops indemnificatory housing to meet the needs of medium to low income households. There is no doubt that Shenzhen, as a pioneer city in the test of national economic reform policy, should explore the reasonable and comprehensive indemnificatory housing system. Based on the study of existing policies related to indemnificatory housing and their effectiveness, this essay discusses whether these policies could fulfill the housing needs of medium to low income households, and the necessity and room to reform current system.
