中国出口商品频遭国外反倾销调查的原因分析及对策研究
在经济全球化的时代，国际经济合作和贸易自由化促使了传统形式上的贸易壁垒逐渐减少。然而，反倾销措施，一种被世界贸易组织所允许的以及措施之一，被各国频繁地使用。反倾销调查就有可能导致出口国的商品市场份额的直接损失。
2001年中国加入世贸组织后，中国的国际贸易正在迅速增加。2009年，中国超越德国成为世界上最大的出口国。中国庞大的国际出口带来大量外汇和提升了中国在全球经济中地位的重要性。然而，越来越多的中国公司为不断增加的反倾销调查所困扰，已成为反倾销活动的受害者。中国医经连续16年成为世界上遭受反倾销活动的头号目标。
本文分析了中国出口产品频遭反倾销调查的特点和原因。并在此分析的基础上，本文提出了中国政府和企业的在战略和政策上的对策，以便应对中国入世协定书中的歧视性的规定和不断升级的反倾销贸易争端，以保护中国企业产业的经济和贸易利益。

Analysis of Causes and Countermeasures for International Anti-dumping Investigations against Chinese Exports
Abstract
In the era of economical globalization, the international economic cooperation and trade liberalization result in the diminishing of traditional trade barriers. However, anti-dumping measures as one of the contingency protection measures permitted by WTO are frequently used. Anti-dumping investigations can lead to almost immediate loss of market share on the part of exporting countries.
After acceding into WTO in 2001, China’s international trade is increasing rapidly. In 2009, China overtook Germany as the largest exporter in the world. China’s huge international exports bring in large amount of foreign exchange and increase the importance of China’s status in global economy. However, more and more Chinese companies are troubled by the increasing anti-dumping investigations and have become the victims of anti-dumping activities. China has been the world’s number one target for anti-dumping activities for 16 years.
This paper analyzes the characteristics and reasons of all antidumping investigations against Chinese exports. Based on the analysis, the paper offers strategic and policy countermeasures for the Chinese government and enterprises to be better prepared for the discriminatory provisions in China’s WTO accession protocol and for the escalating antidumping trade disputes to protect the economic and trade interests of Chinese enterprises industries.
