农村公共服务体系下服务型政府的构建——以安徽省农村为例

农村问题一直是历届“两会”热议的话题之一。“两会”期间，一个个关于农村的话题，在人大代表、政协委员的热议中升温。农村议案的提出，说明党在经济建设的同时，更加注重社会建设，并将社会建设的重心放在保障和改善民生的基础上，不断扩大农村公共服务的范围，使农村人能够老有所养，病有所医，学有所教，劳有所得，居有其屋，分享改革开放所取得的辉煌成果，感受党和政府的关怀和温暖，从而推动和谐社会建设。
本文以安徽省为例，研究公共服务供给中，政府角色的转变。安徽在经济建设的同时抓社会建设，同时注重政府自身的转型，虽然取得了很多成就，但是同时暴露了一些问题。本文以此为例，探讨关于如何推进服务型政府建设的若干意见。推进政府自身的完善，从而能更好的发挥政府在新农村建设中的主体作用。

Under the supply of rural public service construction of service-type Government
 
Abstract: Problems in rural areas has been previous "two sessions," one of the hot topics. The "two sessions" during one by one on the topic of rural, NPC deputies and CPPCC National Committee members about to heat up. Rural motion of made, description party in economic construction of while, more focusing on social construction, and will social construction of gravity put in protection and improve livelihood of Foundation Shang, constantly expanded rural public service of range, makes rural people to sense, disease has medical, learn has taught, Dr has proceeds, home has its housing, share reform and opening up by made of brilliant results, feel party and Government of care and warm, to promote harmonious social construction.
   This article take Anhui Province as an example, in the supply of public services, the role of Government shift. Anhui while caught in the economic construction and social development, while focusing on transformation of Government itself, despite many achievements, but also exposes a number of issues. Take this as an example in this article to explore some views on how to promote the construction of service-type Government. Advance the perfection of the Government itself, so as to better play the role of Government in new rural construction
