我国智能手机产业发展规划研究——基于弗里德里希•李斯特的“幼稚产业保护论

弗里德里希•李斯特在继承汉密尔顿的对国家工业实施保护的观点的基础上在其最著名的著作《政治经济学的国民体系》中阐发了“幼稚产业保护论”，这一理论是很多资本主义强国保护自己幼稚产业走向资本主义强国的理论依据，李斯特的观点也影响了WTO的原则和具体规则的制定。
    随着时代的发展，李斯特的幼稚产业保护论也在不断的发展、完善。面对我国智能手机的现状和发展的重大意义我们应该对其进行保护，他的理论对该行业是适用的。加入WTO的现实并不意味着我们没有机会对该行业采取保护措施，而是我们保护该行业的合法性提出更高的挑战。

The analysis of the development of the smart phone industry in China according to the "infant industry protection" theory of Friedrich List
Abstract: Friedrich • List, on the basis of inherited Hamilton's view of the implementation of the national industry to protect, expounded the "infant industry protection theory" in his most famous book, "National System of political economy". This theory is the theoretical basis of the capitalist powers to protect infant industries and his viewpoint also affects the formulation of WTO rules and specific rules.
With the development of the times, infant industry protection theory continues also to develop and perfect. Faced the China's smart phone status and development of great significance, it should be protected, and his theory of the industry is applicable. The reality of joining the WTO does not mean that we do not have the opportunity to take protective measures to protect the industry, but the legitimacy of protection to the industry is more challenging.
