慈善事业“信用危机”的深远影响

慈善事业相关法律法规的不完善及专业人才的匮乏，以及慈善机构对政府依赖过多缺乏健全的管理和监督机制，引发了慈善事业的“信用危机”，各种丑闻也给公众带来了伤痛，对慈善机构产生不信任，本文从正反两面来探究了“信用危机”所带来的影响。为了更好地发展我国的慈善事业，本文参照了美国、加拿大以及英国三个发达国家在慈善事业上的发展经验，提出了善款透明、官民合作、合理税收政策、教育宣传及监督处罚力度多个方面建议。

Abstract
The imperfections of the charity laws and regulations, the lack of professionals, the lack of professionals in charity, as well as the charitable lack of a sound mechanisms of regulatory and supervisory, because it rely too much on the government, triggering a "credit crisis" to charity, during this time, kinds of scandals hurt the public so bad, that make the public distrust the charity. It had explored the impact of the “credit crisis” from pros and cons. For the better development to the Chinese charity, this paper had proposed some solutions refers from the charity’s development experience of three developed countries, including the United States, Canada and the United Kingdom. There are some suggestions about the crisis, including transparent for charity, officials cooperation with NGOs, suitable tax politic, education and propaganda, supervision and punishment.
