人力资源管理外包研究


近年来,人力资源管理外包在世界范围内渐成风潮。HRM外包不仅能够提高企业人力资源管理水平,也能够增强企业核心竞争力并且降低成本。人力资源管理外包的出现和流行为企业管理人力资源事务指明了一条新的出路。
本文构建了一个人力资源管理外包的实施模型,即外包实施前的准备(包括外包需求分析、选择外包商、建立合作双方的战略关系)、外包实施过程中的控制以及外包实施后的评估和反馈。另外,本文指出了人力资源管理外包存在的优点以及潜在的风险。一方面它使企业集中优势增强核心竞争力、降低成本,提高企业的人力资源管理水平;另一方面,它也会带来一些风险,比如文化差异、安全风险(暴露商业机密)、内部员工的抵触等等。因此,企业在做出人力资源管理外包决策之前,应当预测这些风险并采取有效的风险控制措施,以降低风险的破坏性。

Research on Human Resources Management Outsourcing

Abstract

     Recently, HRMO(human resources management outsourcing) has gained great popularity worldwide. It can not only enhance human resources management,but also help enterprises focus on their core competencies and lower costs. The occurrence of HRMO has paved a new way for enterprises to manage human resources affairs.
     This thesis provides a model for the implementation of human resources management outsourcing:to prepare beforehand (analyzing HRMO needs,choosing the right vendors,establishing strategic relationships between HRMO users and suppliers),to control during the process (managing changes),to evaluate afterwards (evaluating vendor performance).
     In addition,it points out the advantages and potential risks during the whole process. On the one hand, it helps enterprises focus on their core competencies, lower costs,and enhance human resource management; on the other hand,  it may bring about several risks, such as cultural differences, exposing confidential data (security risks), and inner oppositions. When companies determine to carry out human resource management outsourcing, they must forecast those risks and take effective measures to put them under control or at least reduce the bad influences.
