关于政府对企业工资宏观调控的研究


摘 要

工资在员工的日常生活中占着主导作用,是员工维持其自己和家人生活的主要经济来源,直接决定着员工的生活水平和员工的工作动力。同时,工资也日益成为企业成本中主要的部分,它直接关系着企业经营水平,甚至决定企业的生死存亡。因此,对工资水平的研究不仅仅有理论方面的意义,更有重要现实的意义。
工资收入差距不是社会分配不公的主要矛盾,关键是要把握好工资收入差距的程度,使之处于合理的正常范围,这是政府宏观调控的职能所在.为防止收入差距不合理扩大,应转变政府对工资收入分配的管理和调控职能,加强国家宏观调控,建立和完善工资收入分配的法律法规体系,对工资收入机制进行全面规范,建立和健全适合市场经济要求的企业工资分配指导监控体系,进一步规范国有企业的收入分配制度,加强职业教育培训的财政转移支付力度,强化税收对居民最终收入分配的调节功能。

Abstract

Salary plays a leading rolein the employee's daily life. It is the main finacial resource of maintaining the staff and their families’ life, which directly determines the standard of living of the staff and their motivation. At the same time, the wage has became one of the primary section of enterprise costs, which has a direct effect on business level, and even the survival of the enterprise. Therefore, the study of wage level not only has theoretical significance, but also important practical significance.
Wage income gap is not the major contradiction of the unfair distribution of society. The key is to grasp the extent of wage income gap, so that it can be in a reasonable and normal range, which is the Government's macro function. In order to prevent theunreasonable broadening of income gap, we should change the government’s management of wage income distribution and control functions, and strengthen national macro-economic regulation, to establish and improve the legal system of salary. On wage income mechanism for the full specification, we should establish and improve market economy requirements of enterprise payroll allocation guidelines monitoring system. Then it needs further specification of State-owned enterprises in income distribution system, strengthening of vocational education and training of financial transfer, to strengthen tax on the income distribution of resident final adjustment function.
