新农村建设中的问题与对策研究

摘　要

建设社会主义新农村，是在全面建设小康社会的关键时期、我国总体上经济发展已进入以工促农以城带乡的新阶段、以人为本与构建和谐社会理念深入人心的新形势下，中央作出的又一个重大决策，是统筹城乡发展，实行“工业反哺农业、城市支持农村”方针的具体化。 当前，一方面我国的社会主义新农村建设正在如火如荼地进行，另一方面在新农村建设中一些负面问题也日益突显。通过调查研究，本文揭示出我国新农村建设中的问题所在：农业生产经营组织化水平不高，农村基础设施和公共服务仍较落后，农民群众文化素质较低影响着当前农业发展和农民生活幸福，政府搞政绩工程和人才短缺制约着新农村建设进程。引导组织农民走产业化道路，加大农村基础设施建设和公共服务提供力度，树立科学的政绩观，科学引导民力，大力实施农村人才工程应成为解决当前农村问题、加快新农村建设进程的对策之举。

Abstract

      The construction socialism new countryside, is the comprehensive construction well-off society's crucial period, our country overall economy development has entered the public in order to promote agricultural and rural new level, people-oriented and harmonious society concept to win support among the people under the new situation, the central made another major decision, plans the city and countryside development, execute" industry feeds back agriculture, the city supports countryside" policy in the concrete of.  At present, on one hand our country socialism new rural construction is like a raging fire, on the other hand, the new rural construction in some negative problem also increasingly dash forward show.  Through the investigation and study, this paper reveals the new rural construction in our country the problem: organizational operation of agricultural production level is not high, rural infrastructure and public services still more backward, farmer masses lower cultural quality affects the current agriculture development and farmer life happiness; government performance project and talent shortage is restricting the new countryside construction process.  Guide to organize a farmer to take industrialization way, increase rural infrastructure construction and public service efforts, establish scientific view of achievements, science guiding force, vigorously implement the rural talent project should be to solve current country problem, accelerating the construction of new countryside and the countermeasure of the process.
