第三部门的志愿者服务机制研究

摘   要

当前，随着我国经济、政治、军事等各个方面的发展，第三部门的发展已逐步提上日程。第三部门也可理解为志愿者服务部门，主要为配合和弥补政府部门及营利组织的不足。现在，我国正在不断完善社会主义市场经济体制，需要第三部门有一个大的发展，社会进入转型时期，第三部门也因此得到迅速发展，并在我国社会发展中发挥着越来越重要的作用，与此同时，志愿者服务机制也在第三部门的发展中发挥越来越重要的作用。然而，尽管第三部门的发展令人瞩目，依然存在很多问题不能有效及时的解决，如外部制度的不完善，内部组织的职能不明等等，目前，唯有解决这些问题才能保证我国的志愿者服务机制有效地运行。
文章主要以公共管理学、公共部门管理的相关理论、政府与第三部门的关系理论等为依据，从我国的非营利组织的发展及现状、我国志愿者组织运行的现状、志愿者服务机制中存在的问题以及加强志愿者组织运行机制建设的对策研究这几个方面进行分析研究，从而希望能对健全及完善我国的第三部门中的志愿者服务机制有帮助，促进第三部门健康发展。

Abstract

 At present, as China's economic, politic, military and other aspects of development, the development of the third department has been put on the agenda. The third department also can understand as volunteer service department, mainly for the coordination and making up for government departments and the shortage of the profit organization. Now, China is in the continuous improvement of the socialist market economic system, and need to have a third sector development.The third department also is rapidly developing, and in the development of Chinese society plays a more and more important role, at the same time, volunteer service mechanism in the development of the third department also is playing a more and more important role. However, despite the third sector development is impressive, there is a lot of problems that can't efficiently and timely solve, As the external system is not perfect, the function of the internal organization is unknown, and so on.At present, the only solution to these problems in our country to guarantee the volunteer service mechanism to run effectively.
This paper mainly is based on public management, public sector management related theory, the relationship between the government and the third sector as the basis theory, etc, from our non-profit organizations and the development of present situation, our country volunteer organization operation of the present situation, the volunteer service mechanism of the problems and strengthening the volunteer organization operation mechanism countermeasures for the construction of the research study the several aspects, and hope to make our country's third sound and departments of the volunteer service mechanism perfect, and promote the healthy development of the third department.
