我国行政问责制度：存在问题及路径选择

摘　要

“三鹿奶粉事件"的出现，引起我国新一轮的问责风暴。随着一系列行政问责措施的实施以及地方行政问责法规的出台，我国的行政问责逐步走向制度化的轨道。
国内外行政问责制度理论多种多样，其内涵和发展历程值得我们梳理探究。近几年的实践使得行政问责制度不断出台，问责力度不断加大，增强了官员的自律意识，赢得了民众的欢迎。然而，在我国当前的国情和行政生态环境下，行政问责制度在实施的过程中出现了许多问题，无论从问责文化、问责程序、问责主客体还是问责效果上都有所欠缺，亟需进一步的采取完善措施，主要可以从文化建构，制度配套和法律保障三个方面进行，让“问责风暴”逐步转变为“程序性问责”。

Abstract
 
The emergence of" San Lu milk powder event" in China, cause new accountability storm, thus, Chinese administration accountability has gone from the preliminary began gradually in 2003 to the routine. With a series of administration accountability measures and the implementation of local administration accountability regulations come on stage, our administration accountability gradually moving towards the institutionalized orbit.
Domestic and international administration accountability system theory varied, its con notation and the development course is worth we comb explored. In recent years practice makes   administration accountability system introduced gradually, accountability is increasing continuously, strengthened the officials of self-discipline consciousness, won the welcomed. However, in China's current situation and administrative ecological environment, the administration accountability system in the process of implementing a lot of problems appeared, no matter from accountability culture, accountability procedures, accountability object or accountability effect could be lacking, urgently needed further take perfect measures.
