论社会主义和谐社会政府社会管理职能
摘 要
自人类社会发展以来，政府社会管理一直是国家的主要职能。随着社会主义改革开放的不断深入和市场经济的迅速发展，社会管理逐渐从政治职能与经济职能中分离出来，并在党中央召开的十六届三中全会上，社会管理被确立为政府实行管理的主要职能之一，这表明了社会管理越来越受到广泛的关注与高度的重视。但是，我国传统的以管制为主的社会管理模式已经不适应社会和谐发展的需要，因此本文主要研究了在社会主义和谐社会中，如何强化政府的社会管理职能问题。
论文共分为三个部分：第一部分，相关概念及界定；第二部分，我国政府社会管理中存在的问题；第三部分，完善社会主义和谐社会政府社会管理职能的具体措施。
本文内在逻辑顺序是：通过对新形势下社会管理职能涵义的界定，引出了对当前社会管理中存在问题的分析。为了解决这些矛盾，引出了对加强社会管理职能的具体措施的思考。

Abstract
Since the human society has developed, the government social management always is the national main function. With the socialism reform and open policy and the market economy rapid development, the social management gradually separates from the political function and the economical
Function, and the social management is been established implements for the government one of management main functions in the meeting of Central Party Committee at 16 sessions of three CCP plenary conferences. This had indicated the social management more and more receives the widespread attention and the high value.But, China’s traditional social control-oriented management can no longer meet the needs of the harmonious development of society; therefore this article has mainly studied in the question how to strengthen the government the social management function in the socialism harmonious
Society.
The paper altogether divides into three parts. The first part, related concepts and defined the second part, my Government social management problems that exist in the third part, improve the socialist harmonious society the social management functions of specific measures. The inherent logic of this sequence is: under the new situation of social management functions defined meaning, leads to the problems that exist in the traditional social management and defect analysis. In order to resolve these contradictions, drew out the new request which proposed to the social management in the harmonious society. And from new situation and new duty in the developing society, drew out to the concrete measure ponder of strengthening the social management function.
