浅析中国农业银行股份制改革的市场定位

摘  要

中国建设银行、中国银行、中国工商银行已经通过股份制改革成功上市。目前，中国农业银行已经正式融入我国金融体系改革的浪潮之中。2007年1月温家宝总理在全国金融工作会议提出了中国农业银行改革的“面向‘三农’、整体改制、商业运作、择机上市”十六字方针，确定了中国农业银行股份制改革的市场定位。无论是我国经济的大环境，还是中国农业银行自身都在向我们发出其必须股改上市的信号。但是在进行股份制改革过程中，由于其特殊的历史责任与股改上市必须进行商业化运作、使股东利益最大化产生了矛盾，加之中国农业银行沉重的历史包袱，使之股份制改革放慢了脚步。本文通过对中国农业银行上市前发展现状即自身优劣条件进行分析，对其市场定位中“面向‘三农’”与“商业化运作”之间的矛盾进行简要分析，提出中国农业银行自身制度改革创新，合理进行财务重组，处置不良资产，制定规划服务‘三农’，进一步发展农业保险等方法，望能加快中国农业银行改革步伐。

ABSTRACT

The Constractive Bank of China,Bank of China,Industrial and Commercial Bank of China have been list after the joint-stock reform.Now,the Agriculture Bank of China has been involved in the trend of finacial system reform of our country.Premier Wen Jiabao recommed 16 character policies,which is “face the `three agriculture',the whole remanufacture,the commercial operation,select right chance to be list”in the national finacial conference.The 16 character policies has determined the market localization of joint-stock reform of Agricultural Bank of China.China micro-ecnomic enviroment and the Agriculturial Bank itself has send out the signal that it must go on joint-stock reform.But in fact,The bank slow down the step of joint-stock reform,because of the contradiction between the historical responsibility and “the commercial operation”, “the shareholder benefit maximization”,inaddition its serious history wrapper.This article analyzed the advantages and disadvantages of Agricultural bank,the brief analyzed its market localization “:“face the `three agriculture” and “the commercial operation”contradiction, proposed the alleviation contradictory methods,such as “innovation of its system”“carries on the financial reorganization reasonably”“ handling bad assets”“ formulate the plan”“ serves the ‘three agriculture’” “develop agriculture insurance”wish to speed up the step of Agricultural bank reform.
