我国外汇储备规模问题简析

摘    要

近年来，我国外汇储备高速增长，至2006年3月底，外汇储备额达8750.70亿美元，成为世界外汇储备第一大国。而到2008年的3月底，我国外汇储备余额已达1.68万亿美元，同比增长39.94%。随着国际往来和国际贸易的不断扩大，我国对国际储备的需求不断增长。但是，一国的外汇储备量并非越多越好。快速增长的外汇储备已开始影响国民经济的发展速度，与此同时，其超常增长也会带来许多负面影响。文章针对中国近几年持续增长的外汇储备的现状，分析了我国外汇储备增长的原因，以及庞大的外汇储备带来的相关问题。有针对性地提出了加强我国外汇储备管理与营运的一系列策略，如改革并完善现行的外汇管理制度、平衡国际收支减少贸易顺差、完善公开市场业务、推进外汇储备多元化，以及扩大我国外汇储备的用途等。

ABSTRACT

In recent years, China's foreign exchange reserves grow rapidly to the end of March 2006, foreign currency reserves reached 875.07 billion US dollars and become the world's first foreign exchange reserves. By the end of March 2008, the foreign exchange reserves of about 1.68 trillion US dollars, year-on-year growth of 39.94 percent. As international exchanges and the continuing expansion of international trade, China's demand for international reserves continue to grow. However, it’s not good for a country to have more and more foreign exchange reserves. The rapid growth in foreign exchange reserves had begun to affect the development of national economy , at the same time its extraordinary growth also brought many negative effects. The paper focus on the status about growth of recent years China's foreign exchange reserves, explain the reasons for the growth in China's foreign exchange reserves, and the huge foreign exchange reserves of the relevant issues, and put forward a series of targeted strengthen China's foreign exchange reserves management and operating strategy, for example, reform and improve the existing foreign exchange management system, balance of international payments to reduce trade surplus, perfect the open market operations, promote diversification of foreign exchange reserves, as well as expand the use of China's foreign exchange reserves.
