关于家庭联产承包责任制与农村土地私有化的改革设想

【摘要】我国是一个农业大国，每次土地制度的制定与变革都会对国民经济造成巨大的影响。改革开放后实施的家庭联产承包责任制，对当时我国的农村经济发展起到了切实而强有力的促进作用，但实施了30余年后，承包制也逐渐引发了许多土地问题，从而不利于农村的现代化发展。本文基于对承包制下产生土地问题进行原因分析，于是提出了土地私有化的改革路径，进而分析了土地私有化在我国推行的可行性，得出的结论是土地私有化是可行的，它有利于提高土地利用效率和效益，符合现代农村经济、社会发展的要求。最后，本文在总结前文的基础上，提出了对土地制度改革的几点建议。

About the household contract responsibility system and the privatization of rural land reform

【Abstract】 Our country is a large agricultural nation, the establishment and reformation of the land system will make deep influence of social economy. Since reform and opening-up, the execution of the household responsibility system has actually been powerfully promoting the function to the development of our country village economy at that time. But carried out more than 30 years later, the household responsibility system also gradually causes many problems of land, which is disadvantageous to the development of the modernization of the request. This article bases on the analysis of the land problems, which cause by the household responsibility system, and put forward the reforming path is to establish land privatization. The article also analyzes on the land privatization in the implementation of the feasibility. Then, my conclusion is that land privatization in our country is feasible, it is helpful to improve the land use efficiency and benefit in the rural economy, the demand of social development. Finally, this paper summarized based on the existed in, and puts forward some Suggestions on the reform of the system.
