公民网络问政对政府网络发言人制度构建的作用分析

摘要
随着电子技术的高速发展和社会对政府执政透明度的高要求，政府网络发言人制度应时代的需要应运而生。政府网络发言人制度的诞生，使得政府的公共决策更趋于公平化，合理化，透明化，科学化。然而，一个制度的诞生影响着许多方面，同时也受到各方的作用。其中，公民网络问政便作用于政府网络发言人制度的构建。公民网络问政是一种新型的、符合信息时代发展的公民参政的形式，逐渐得到政府重视，与政府网络发言人制度相呼应，相互影响。通过分析公民网络问政和政府网络发言人制度各自的内涵与特点，两者在我国的实施与发展情况，以及我国公民网络问政对我国政府网络发言人制度构建的正面影响和负面影响，本文认为公民网络问政对我国政府网络发言人制度构建会造成促进作用，但在一定程度上，也会产生负面效果。最后，在以我国公民网络问政作为分析基础，浅析我国政府网络发言人制度未来的发展方向。

Study on the Effective of Network Politics to the Government Network Spokesman System
Abstract
With the development of electronic technology and the high demand for government transparency, government network spokesman system arises at the historic moment. It makes the public decision making tend to be fair, reasonable, transparent and scientific. However, the birth of a system affects many aspects, but also by the parties to the role. And, network politics plays a significant role in it. Network politics is a kind of new, modern form that citizens participate in government and political affairs, gradually getting the government’s attention, and Network politics and the government network spokesman system influence with each other. Through analysis of network politics and The government network spokesman system's characteristics, the both of the implementation situation and development in our country, and the positive effects and negative effects, this paper believes: to the government network spokesman system, network politics has the promoting function，however，to some extent , it also has negative effects. Finally, based on the network politics of our country, I analysis the development direction of the government network spokesman system in the future.
