我国农村养老保险制度现状及改革思路

摘　　要
农村养老保险制度改革不仅是完善农村社会保险制度的重要内容，也是完善我国社会保障体系的关键环节。在我国，由于受经济发展水平及历史文化传统的影响，农村社会养老保险与城镇社会养老相比，不仅建立得比较晚，覆盖面小，保障水平比较低，而且没有形成一个完整的体系。本文首先分析了我国农村养老保险制度的现状，并对德国和日本的养老保险体制进行了分析和借鉴，最后从政府责任、政策支持、法律保障、监督管理、配套设施等方面提出了我国农村养老保险制度改革的方向。

ABSTRACT

The countryside old-age insurance system reform is not only the consummates of  countryside social insurance system, it is also the consummates of our country social security system.In our country, as a result of the economy level of development and the historical and cultural traditions influence, the countryside society old-age insurance and the cities society cares for the aged compares, not only establishes quite late, the coverage is limited, the safeguard level quite is low,and it has not formed a complete system as well.This article has first analyzed our country countryside old-age insurance system present situation, and has carried on the analysis and the model to German and Japan's old-age insurance system, finally from aspects and so on legal safeguard, policy support, government responsibility, management by supervision, necessary facility proposed countryside old-age insurance system reform direction to our country.
