构建适合陕西省农村经济发展的农村金融中介体系的思考
内容摘要
农村经济的发展离不开农村金融中介的支持，在此我们赋予农村金融中介较为狭窄的定义，指以融资业务为主的存贷款类金融中介机构，可分为正规金融中介机构和非正规金融中介机构。陕西省正规农村金融中介机构供给存在机构收缩，服务水平低下，有效供给不足的问题；而非正规金融中介机构发展势头良好，但一直处于被抑制状态。加之农户和一些乡镇企业对资金的有效需求不足，呈现出供需之间的不平衡。我们提出一些想法来完善陕西农村金融中介的供需体系，具体包括增加正规农村金融中介机构的有效供给；规范非正规农村金融中介机构；发挥农村金融机构的隐性功能；发展多种类型的小型农村金融中介机构；优化金融支持农村经济发展的信用环境等。

Thinking on the construction of the rural financial intermediation system for the development of rural economy in Shaanxi Province
Abstract
The support of the rural financial intermediary that can't leave in development of the rural economy, we give the rural financial intermediary a comparatively narrow definition here, mean the loans and deposits financial intermediary relying mainly on financing business, can be divided into regular financial intermediary and informal financial intermediary. The regular rural financial intermediary's supply in Shaanxi Province has organizations that shrinks, the service level is low, the insufficient question of effective supply; And the informal financial intermediary enjoys a sound momentum of development, but in inhibiting state all the time. In addition peasant household and some effective demands for the fund of township enterprise are insufficient, the imbalance between supply and demand appears. We put forward some ideas to improve the supply and demand system of the rural financial intermediary of Shaanxi, include increasing the effective supply of the regular rural financial intermediary specifically; Informal rural financial intermediary of the norm; Give play to the recessive function of the rural financial institution; Develop the small-scale rural financial intermediaries of many types; Optimize credit environment,etc. that the finance supports the development of land economy in the county.
