金融资产管理公司转型的研究

我国的金融资产管理公司成立之初的定位是政策性国有独资非银行金融机构，当前，四大金融资产管理公司完成了财政部下达的政策性资产处置任务，意味着国家赋予其的政策性使命基本结束。十年经营期限将至，四大金融资产公司在商业化转型方面都取得了实质性的进展，向金融控股公司发展的商业化业务布局初见雏形。金融资产管理公司转型选择什么方向、面临哪些障碍、采取的对策以及转型后如何更好地发展是应该重点研究的主要问题。
通过对我国金融资产管理公司转型状况分析，提出了向金融控股公司转型发展，在产融结合方面进行探索，向存款保险机构转型和向不良资产管理专门机构发展等转型方向。指出了金融资产管理公司法律定位缺失、金融分业经营的制约、政策性财务损失尚未解决等制约因素，并研究出了相应的对策。对建立金融控股公司的公司治理结构、确定公司发展战略作了研究。最后以中国华融资产管理公司哈尔滨办事处为例，研究其现状及转型发展对策。
以金融资产管理公司转型为契机，确定金融资产管理公司转型的方向，适度调整我国金融业的经营和监管模式，对我国金融体系的完善和金融业的发展具有重要的现实意义；转型后的金融资产管理公司在推进中国产融结合进程中可以在优化资源配置、调整经济结构、转变经济增长方式方面发挥其应有的作用。

ABSTRACT

The first established policy position of China's financial asset management corporation is state-owned non-bank financial institutions. To the end of 2006, the four financial asset management corporations were completed the Finance issued task which the policy of the Ministry of disposal of assets, it means that the national policy to give its basic conclusion of the mission is over. With the approach of the operating period of ten years, four major financial assets in the business of restructuring the company have made substantial progress. It has shown initial signs of the embryonic in the development of financial holding companies to the commercial business. Which direction of financial asset management corporations to develop, what kind of obstacles to face and how to solve, how to development, all above things will discuss in this article.
   It is analysis about the transition condition of China's financial assets management corporations. It has raised that the transition to the financial holding companies development; explore in the financial integration in the production areas, the transition to the deposit insurance institution and the management of non-performing assets to the development of specialized agencies such as the direction of transition. It is pointed out that the financial asset management corporations missing in the legal, the constraints in the financial separate operation, the problem of the policy-oriented financial has not to resolve, and developed the corresponding countermeasures. It is research the establishment of financial holding company of the corporate governance structure; determine the direction of development strategies. Finally, China HuaRong Asset Management Corporation Harbin Office as an example to study the current situation and the development of countermeasures.
   Financial asset Management Corporation in transition as an opportunity to, determine the direction of transition of financial asset management corporations, appropriate to adjust our operations and financial industry regulation of our financial system. After the transition, financial asset management corporations in China in promoting the process of financial integration in the optimization of the allocation of resources, readjust the economic structure, transform the mode of economic growth has played its due role.
