【摘要】

基于院系绩效管理体系构建的大学核心竞争力提升研究  近年来,中国大学的核心竞争力不强,从我国大学对优秀学生缺乏吸引力、发表的论文影响力不强等现象都有所体现,所以本文对中国大学核心竞争力的提升提出看法。从中国大学国际和国内的竞争状况出发分析得出我国大学核心竞争力不强,借鉴西方国家的做法,以对大学进行绩效评价、大学建立完善的绩效管理体系来提升大学核心竞争力。通过中外大学绩效评价的分析,提出我国大学绩效评价的发展方向,并提出在以院系分类和定位为前提,在大学绩效管理中引入平衡计分卡来提升我国大学核心竞争力。最后分析同济大学院系绩效评价实践,提出完善的建议。

ABSTRACT
   
    In recent years, the core competitiveness of Chinese university is not strong. It reflected by phenomenon that Chinese university can not attract the best students and the published papers’ influence is not strong. So I put forward the view on the promotion of the core competitiveness of Chinese university. I can make a conclusion that the core competitiveness of Chinese university is not strong from the Chinese University of International and domestic competition. Learn from the practices of Western countries, we can improve the core competitiveness of Chinese university by the university performance evaluation and establishing a sound performance management system of university. I proposed the development direction of Chinese university performance evaluation by the analysis of Chinese university performance evaluation and foreign university performance evaluation. We can improve the core competitiveness of Chinese university by the premise of the faculty’ classifies and locates and the introduction of the balanced scorecard in the university performance management. Finally, I analyzed the practice of Tongji University’ faculty performance evaluation and make some recommendations.
