论公共管理中的公民参与
公共管理的实现需要公民的参与和支持。成熟而广泛的公民参与不仅可以丰富和充实公共管理的内容, 加强政府的公共责任,而且还可以提升公共服务的品质, 促进和保证公共利益的实现。目前，对于公民参与公共管理还存在着一些认识上的问题，在制度建设、政策制定和实施方面也都有一定的欠缺。本文以国内外相关研究为基础，结合公共管理中的公民参与的相关理论和我国公民参与公共管理面临的问题分四部分进行了相关探讨。第一部分对公共管理的概念进行了辨析；第二部分从公民权的实现、公民意识的觉醒、民主政治的发展、公共服务品质的提高等几个方面阐述了公民参与公共管理的重要性；第三部分从现有法律规定和实施效果两个方面分析了公民参与公共管理所面临的问题；第四部分则，针对公民参与公共管理过程中面临的问题提出了相应的对策建议。

Citizen Participation in Public Administration
ABSTRACT: The realization of public management requires citizen's participation and support. Mature and broad citizen participation can not only enrich and enrich the content of public management, strengthen the public responsibility of the government, but also can improve the quality of public service, promote and ensure the realization of the public interest. At present, there are some problems in the public management, and there are some deficiencies in system construction, policy formulation and implementation. This paper is based on the relevant research at home and abroad, combined with the theory of citizen participation in public management and the problems of citizen participation in public management. The first part analyzes the concept of public management; The second part expounds the importance of citizen participation in public management from the realization of citizenship, the awakening of citizen consciousness, the development of democratic politics, the improvement of the quality of public service; The third part analyzes the problems of citizen participation in public management from the existing legal provisions and the implementation effect. The fourth part puts forward the corresponding countermeasures for the problems in the process of citizen participation in public management.
