省管县体制问题研究

省管县问题的实质是我国政府的纵向结构问题。这些年来年，因为市管县体制的问题不断凸显。省管县体制改革归根结底而言是行政权力的地方行政层级配置，即行政权力在省、市、县三个行政层级间的分配，具体分配对象是财权、事权及人权三类权力。省管县体制有以下特点：管理层级少、管理幅度较大、结构扁平化。省管县相应的也存在一些问题：省级政府管理幅度过大导致任务繁重权责划分不清导致地级市与县的矛盾突出制度的调整和监督的滞后导致县级政府发展面临新的问题地级市与县级存在层级关系上的矛盾：市县间财权与事权关系不和谐;市帮扶属县的积极性降低;市县由隶属合作关系变成独立、竞争关系。在省管县的体制上省级政府管理幅度过大导致任务繁重、权责划分不清导致地级市与县的矛盾、突出制度的调整和监督的滞后导致县级政府发展面临新的问题。省级政府和有关政府部门的职责是站在全省的角度与层面进行宏观管理,具体负责政策的指导、规划设计、统筹协调发展和法律方面的监督等。省管县后,为了市县的和谐发展的需要应当合理划分市县的权责。所以市级政府应当做好相关职责，切实落实区域经济的调节、市场的监管、社会的管理以及公共服务等几个方面。提高县级政府发展自主权、加强县级政府的权力监督。
