元数据管理理念在培训管理中的应用研究——以SEPCO为例

人力资源是现代企业价值创造之源,是企业的一种长期财富,在企业的发展中,对企业的贡献越来越高,人力资源管理也是现代企业管理的焦点,然而,由于我国企业对现代人力资源管理的认识误区,相对于西方发达国家的企业,在经费投入、培训资源建设、培训管理体系等方面都有差距,企业培训管理的创新与建设新思路的提出是当下众多学者和企业家所关心的焦点。
元数据(Meta-Data),被定义为“关于数据的数据”,随着现代信息技术中的数据挖掘技术的深入应用,而在各个领域中广泛出现,用于描述信息资源或数据本身的特征和属性,具有定位、发现、证明、评估, 选择等功能。
元数据虽然是属于信息技术领域中的概念,但对于元数据的管理却能从侧面对现代企业管理产生积极的影响。对元数据的管理蕴含着“类”化、层次化和标准化的理念,需要以精细的业务规范内容、标准的业务操作流程、统一的业务管理原则为基础。
通过对现代企业培训管理现状的调查,将元数据管理理念引入到企业培训管理中,论证元数据管理理念对企业培训管理的积极意义,提出了培训管理的一种新思路——基于元数据管理理念的企业培训管理业务模式,将培训管理业务模式精细化,通过“类”化分析培训需求,根据需求分析情况,针对性的制定各个层级的培训计划,根据企业实际合理安排培训资源并设计培训内容,最后进行培训效果的评估反馈,从而实现培训管理工作的良性循环,顺应了培训管理精细化需求分析、模块化体系结构、层次化组织实施和可执行的标准的发展思路。通过分析该模式在山东电力集团公司(SEPCO)培训管理中的应用情况,说明该模式的应用方式、价值和意义。

Abstract
Human Resource is the Creative Source of the Enterprise, and a kind of wealth last for long time. Also the Human Resource make more and more contribution to the enterprise’s development, Human Resource Management has become the focus. But because of the mistake exists in the thinking of our country and Foreign countries, long distance is shown in Funds, Resource Construncted, Management System and so on. New idea is the point of the Training Management’s development.
Meta-Data, defined as the “Data of Data”, appeared as the Data Ware-House Tecnology used, as finding, locating, proving the Data, describing the attribution of the data.
Meta-Data is from the Information System, but the management idea of Meta-Data is effective to the Management of Enterprise, “Classes”, Hierarchical and Standard was the basical.
Through to the modern enterprise training management present situation investigation, the metadata management theory into the management of enterprise training, demonstration of metadata management theory on management of enterprise training positive meaning, put forward a new thought of training management -- Based on the metadata management concept of the enterprise training management business model, training management business model refinement, through" class" of training needs analysis, according to the demand analysis, targeted at all levels of the training program, according to the enterprise actual and reasonable arrangement of training resources and design the training content, finally carried on the effect evaluation of the training feedback, so as to realize the management of the training of benign loop, responsive to the training of meticulous management needs analysis, modular architecture hierarchical organization, implementation and execution of standard development train of thought. And show the application, value and significance of the mode by Analysis of the mode in Shandong Electric Power  Corporation ( SEPCO ) training in the management of application.
