生态扶贫阻滞因素及消解对策研究——以金寨县为例

生态扶贫将生态建设、生态保护与扶贫工作紧密结合，是一种能够可持续发展的特色扶贫模式。金寨县是国家级贫困县，其生态环境复杂，山区林业资源丰富，还有着丰富的水资源，生态资源是其发展的一大优势。但金寨县生态扶贫发展中生态补偿、生态项目建设、生态产业发展等方面存在问题，主要是由于资金管理、产业创新不足、配套机制不完善等原因引起的。因此消解生态扶贫阻滞因素，促进资金多元化管理、转变产业发展方式、加强生态园区建设等措施势在必行。

 Study on the blocking factors and Elimination Countermeasures of ecological poverty alleviation
            ——Taking Jinzhai county as an example

Abstract: Ecological poverty alleviation combines ecological construction, ecological protection and poverty alleviation. It is a kind of characteristic poverty alleviation mode that can sustainable development. Jinzhai county is a state-level poverty-stricken county, Its ecological environment is complex, mountainous area forestry resource is rich, still have abundant water resource. Ecological resources are one of the advantages of its development. However, there are problems in ecological compensation, ecological project construction and ecological industry development in Jinzhai County. It is mainly due to fund management, lack of industrial innovation and incomplete supporting mechanism. Therefore, it is imperative to eliminate the factors of ecological poverty alleviation, promote the diversification of funds, transform the mode of industrial development, and improve the construction of ecological parks.
