社会公众参与环境治理的机制研究
伴随着经济的飞速发展，环境问题越来越受到人们的重视。政府在环境治理中的局限性越来越突出，从而使公众成为参与环境治理的主体。在我国，加强环境治理的公众参与不仅是实现环境民主、整治政府失灵现象的有效途径，存在起步晚而且处于被动状态，公众的环保意识比较低;相关法律制度不完善;政府对环境治理的管理和认识不到位;文化软实力比较薄弱的问题。加强公众参与环境治理不仅是实现环境民主，纠正环境治理和政府失灵现象的需要，也是推动环境网络治理，改变公众参与不足的现状的需要。公众参与加强中国环境治理的路径可以从四个方面加以解决：完善公众参与环境治理的法律制度; 加强环境信息的披露; 大力发展环保非政府组织; 增加公众对公共环境的教育因此我们应该借鉴国外经验和结合我国国情，提高公众参与环境治理的意识，从政策机制、组织机制、媒体机制和法律机制全方位多层次进行，以健全环境治理中的公众参与机制。

ABSTRACT：With the rapid development of economy, people pay more and more attention to environmental problems. The limitation of government in environmental governance is more and more prominent, which makes the public become the main body participating in environmental governance. In our country, strengthening public participation in environmental governance is not only an effective way to realize environmental democracy and rectify government failure, but also has a late start and is in a passive state. Government management and understanding of environmental governance is not in place; cultural soft power is relatively weak. Strengthening public participation in environmental governance is not only the need to realize environmental democracy, but also to correct environmental governance and government failure. It is also the need to promote environmental network governance and to change the current situation of insufficient public participation. The path of public participation in strengthening environmental governance in China can be solved from four aspects: perfecting the legal system of public participation in environmental governance; strengthening the disclosure of environmental information; vigorously developing environmental protection non-governmental organizations; increasing public awareness of environmental protection; Therefore, we should learn from the experience of foreign countries and combine with the national conditions of our country. To improve the awareness of public participation in environmental governance, the public participation mechanism in environmental governance should be improved from the policy mechanism, the organization mechanism, the media mechanism and the legal mechanism.
