试论领导干部的权力观
为了对权力进行制约与监督，国家进行了顶层设计的改革，真正把权力关到制度的笼子里。因而，先要对领导干部的权力观进行定义，进而了解领导干部用权的意义，认识到权力是把“双刃剑”的涵义，促进领导干部要对权力树立敬畏之心，并让领导干部依照相关法律规定用权；再通过对领导干部用权的基本原则及用权现状的阐述，来发现领导干部用权中出现的群众观念淡薄、政治素质不高、权责不统一等问题；最后为了让领导干部树立正确的权力观，必须要建立健全领导干部终身责任追究制度及责任倒查机制以及监察委的巡视制度，从而真正地对权力进行监督与制约。

On the view of power of leading cadres
Abstract: Since the 18th national congress of the communist party of China (CPC), in order to restrict and supervise the power, the state has carried out the reform of top-level design, truly locking the power in the cage of the system.Therefore, the concept of power of leading cadres should be defined first, so as to understand the meaning of power of leading cadres and realize that power is the meaning of "double-edged sword". To promote leading cadres respect power and make them use power in accordance with relevant laws and regulations.By using the basic principles of the power of leadership and the use of the right to the status , we find out that the people who have been in the power of leadership have the issues of the people, the lack of political qualities, the lack of unity, and the other issues.Finally, in order for leading cadres to establish a correct view of power of power, it is necessary to establish and improve the system of lifelong responsibility investigation for leading cadres, the mechanism of reverse responsibility inspection and the inspection system of the supervision committee.It is to supervise and restrict the power.
