公益创投：社区社会组织发展的新模式

随着我国经济的高速发展，社区建设也在不断深化。其中，社区社会组织在创新社区治理中担当了重要的角色。党的十八大首次将“社区治理”写进了党的纲领性文件，十八届三中全会更加深入地对该政策进行了解释，具体指出要使我国治理机制及治理水平紧随时代步伐，维持社会和谐秩序。然而大部分社区存在资源不足，资金不足，组织建设能力不强，专业能力不足，管理制度不完善等各方面的问题，＂公益创投＂模式的实践在一定程度上解决了以上几大问题，使得社区社会组织具备了＂造血＂能力。公益创投在増强社区社会组织自我＂造血＂能力，推动政社互动，増强社区社会组织话语权，创新社区服务供给方式，提高居民归属感和政府认同度五个维度起到了不同的作用。

Venture philanthropy:A new model for the development of community social organizations 
ABSTRACT: With the rapid development of China’s economy,community construction is also deepening.In this process,social organizations have played an important role in innovating community governance.The 18th national congress of the CPC ,for the first time ,incorporated “community governance ”into the programmatic documents of the CPC.The third plenary session of the 18th central committee further explained the policy.It is pointed out that the governance mechanism and the level of governance should be followed closely and maintain social harmony.However, most of the communities have insufficient resources, insufficient funds,weak organizational capacity, inadequate professional competence and imperfect management system.The practice of “venture capital investment” has solved the above problems to some extent, which has enabled the community social organizations to have the hematopoietic reconstitution. Venture philanthropy in enhance the capacity of community social organizations self hematopoietic, promote ZhengShe interaction, enhance community social organizations say, innovation community service supply, improve residents’sense of belonging and the government play a different role in five dimensions esteemed.
