广东省战略性新兴产业发展专项资金绩效评价研究——基于对LED产业的个案考察

 以战略性新兴产业发展专项资金为研究对象，构建基于逻辑模型的战略性新兴产业发展专项资金绩效评价指标体系，对G省LED产业发展专项资金进行绩效评价与分析。就评价结果而言，G省LED产业发展专项资金绩效水平“良好”，在社会与经济效益、核心技术进展、公共照明示范平台建设以及产业规模扩大上均取得一定成绩；同时，该专项资金在目标设置、资金分配、资金管理、项目监管等方面也存在不同程度的问题，导致这些问题的原因主要有：省级部门协同不够，引导产业发展合力不足；市、县级政府职能部门定位与权职不清，责任主体缺失；财政专项资金管理制度不健全，缺乏资金分配约束机制；政府服务意识薄弱，监管手段和方式落后；企业重申请轻管理，绩效意识不强。最后，笔者对政府在战略性新兴产业发展中应否作为以及如何作为等问题展开了进一步的讨论与反思。

ABSTRACT
This article focus on the study of strategic emerging industries special funds, and build a performance evaluation index system based on the logical model to evaluate the performance of strategic emerging industries special funds in G Province. From the result of the evaluate, we can see the LED industry of G Province has a good performance level.There are some significant achievements in social and economic benefits, core technology progress, public lighting demonstration platform and industrial scaling. While there are some trouble with the special funds’ goal setting, funds management, use of funds and project supervision.To sum up, there are four main causes of the problems.They are:The provincial departments lack of cooperation to guide industry development; Municipal and county government departments inaccurate positioning lead to the lack of responsible authority; Special funds management system lack of distribution of constraint mechanism;Poor awareness of government services and unenlightened regulatory instruments; Enterprises ignore management and have few performance awareness.At last,on the basis of the results of the study to discuss whether the government should be intervention in the strategies emerging industries and how does the government intervene it.
