农村居民点整理潜力及其空间布局研究——以烟台市牟平区为例

随着中国城镇化进程的不断推进，耕地面积不断减少，同时农村人口大量迁入城镇，农村宅基地闲置的现象普遍存在。农村居民点用地整理是解决我国农村居民点用地过度浪费这一问题的重要措施，也是增加耕地面积的有效手段，而农村居民点用地整理潜力的分析计算和布局研究则是对农村居民点用地整理进行规划的基础。本研究以烟台市牟平区为例，以乡镇为单位，在预测城乡人口变化和进行农村居民点实际用地调查分析的基础之上，主要通过人均建设用地标准法、户均建设用地标准法，对2020年牟平区农村居民点用地整理潜力进行测算，最终得到各乡镇农村居民点用地的整理潜力及潜力系数，并进行等级划分和空间布局研究。研究结果可为牟平区农村居民点用地的整理提供规划依据。

Research on the Potential of Rural Residential Land Consolidation and Its Spatial Distribution
— Taking Muping District of Yantai City as an Example
ABSTRACT
With the continuous progress of the process of urbanization in China, the area of cultivated land is decreasing, while the rural population moving into cities and towns, the phenomenon of idle land in rural areas is widespread. Rural residential land consolidation is an important measure not only to solve China's rural residential land excessive waste, but also to increase the effective means of arable land, analysis and Study on the layout of rural residential land consolidation potential is the foundation of rural residential land consolidation planning. This study takes Muping District of Yantai City as an example, selects township as research unit, on the basis of forecasting the change of urban and rural population and investigating the actual land use of rural residential land, we calculate land consolidation potential of Muping District in 2020 mainly by considering per capita standard of construction land and per household standard of construction land. Finally, we get the rural residential land consolidation potential and potential coefficient, classify levels of potential coefficient and shows its spatial distribution. The results can provide the land consolidation planning for rural settlements in Muping District.
