受当前金融风暴的影响, 我国失业率呈上升趋势。
无论是在职的企业员工还是应届毕业的大学生，都面临着就业困难的形势。因此, 在更高层次上完善和发展我国失业保险制度成为摆在我们面前的重要课题，解决好失业问题是建立和谐社会，维护社会稳定的重要因素。
本论文首先对我国的失业保险金制度进行分析，包括失业保险金的给付条件、给付金额、给付期限等。接着，根据我国目前的就业形式，尤其是金融风暴所带来的失业问题，说明我国的失业保险制度起到的作用，以及其面临的不足之处。最后，比照外国的成功案例，针对我国的状况，提出对策加以完善。

ABSTRACT
By the current financial crisis，the unemployment rate of our country has been trending up. No matter serving employees or fresh university graduates, are faced with the difficulty situation in finding employment. So, At a higher level to improve and develop the unemployment insurance system of our country become an important problem. Solving the unemployment problem is an important factor to build a harmonious society and maintain social stability.
First of all, the introductory portion of this thesis analyses the unemployment insurance system of our country. Including unemployment insurance payment conditions, payment amount, payment deadlines, etc. Then，according to the current situation of employment, especially the unemployment problem that the financial crisis brought about, description the China's unemployment insurance system's effect and shortage. Finally, to compare of foreign success stories and in view of the situation of our country, coming up with strategies to be improved.
